The Mud 140 water bill consist of 4 parts:
- Water Charges
Residents are charged a flat base rate that includes the first 2,000 gallons of water (the base rate is charged even if there is no water usage). Residents are then charged per 1,000 gallons of usage according to the District’s Rate Order.
- Groundwater Reduction Plan Fee
In 1989, the State of Texas created the Fort Bend Subsidence District (FBSD) to reduce subsidence by regulating the use of groundwater and converting the County to the use of surface water. Water well owners within FBSD’s boundaries are charged with adopting a Groundwater Reduction Plan (GRP) detailing how the well owner (or owners) will achieve their required reductions in the use of groundwater by the deadlines established by FBSD. MUD 140 is part of a GRP administered by the City of Richmond. The costs associated with the construction and maintenance of facilities built pursuant to the GRP are passed on to residents living within the boundaries of all GRP participants such as MUD 140, through a GRP or surface water fee determined by the City of Richmond. Your GRP fee is charged per 1,000 gallons of water usage.
- Trash/Sewer Fee
You trash collection fee is included with your sewer fee. Rates are set per customer, based on the contractual rates with the current trash provider. Updates on trash rates are based on CPI adjustments. The first 2,000 gallons of sewer service is billed as designated in the District’s Rate order. In an effort to not include irrigation water in your sewer bill, the District engages in “Winter Averaging,” meaning that the District averages a resident’s water usage in January, February, and March (months when people are not typically watering their lawns), and this average is what determines your sewer bill for the following 12 months (this means the water and sewer portions of you monthly bill are not based on the same usage figures; because your sewer charge was determined based on your Winter Average).
- Fire Protection Fee
Each single-family unit that is connected to and receiving service from the District’s water supply shall be charged a fire protection fee based on contractual agreements with the City of Richmond to provide fire protection services to properties located within MUD 140.
